Event partners: Klaipėda City Municipality, Klaipėda Stasys Šimkus Conservatory, and Klaipėda Lakštutė Social Services Center.

Children and young people with disabilities from Klaipėda, Kretinga, Palanga, Gargždai, Plungė, Šilutė, and Užventis will compete in the competition program of this event, and their performances will be evaluated by a competent evaluation committee: chairwoman – Renata Krikščiūnaitė-Barcevičienė, director of the Klaipėda S. Šimkus Conservatory; jury members: Viktorija Vitaitė, chairwoman of the Lithuanian Special Creative Society "Guboja," and Livija Trakumienė, teacher and methodologist of jazz and popular music singing at the Klaipėda S. Šimkus Conservatory. The festival program will feature performances by the Klaipėda Queen Louise Youth Center's Keberiokšt singing studio (teachers Regina Vindžigalskienė and Algirdas Zigmantas) and students specializing in jazz and popular music at the Klaipėda S. Šimkus Conservatory (teachers Livija Trakumienė and Aušra Butkevičienė). The event will be hosted by popular singer Jurgis Brūzga. It is expected that a total of about 100 participants will take part in this exciting competition-festival.

Perliukai is a traditional competition-festival for singers and instrumentalists organized every three years in the country, which fosters the creativity of children and young people (aged 3 to 35) with various disabilities, encourages musical self-expression, and selects the best vocal and instrumental ensembles and soloists. "This is an inclusive cultural event where talented, gifted children and young people with and without disabilities make their debut, reveal their musical abilities, collaborate with music professionals, and gain creative and concert experience," said the event's initiator, Viktorija Vitaitė, chairwoman of the Lithuanian Special Creative Society "Guboja," who can tell many stories of how young people with disabilities discovered the stage, were encouraged by professional musicians, chose the path of a musician themselves, and are now making Lithuania famous.

In 2025, the regional selections for the Perliukai competition-festival will take place in Alytus, Vilnius, Klaipėda, and Šiauliai, and in 2026, in Raudondvaris (Kaunas district). The winners of all five regional competitions will be invited to the final events of the Perliukai competition-festival, which are planned to take place in Vilnius.

The main organizer of this event is the Lithuanian Special Creative Society "Guboja." The activities of this society and this event are funded by the Agency for the Protection of the Rights of Persons with Disabilities under the Ministry of Social Security and Labor and the Lithuanian Council for Culture.
